The Challenge

Scaling operations while maintaining quality and consistency

Since partnering with Oscilar in 2024, Core Bank has used the platform to strengthen financial crime monitoring and investigations. The bank sees an opportunity to use one integrated, configurable platform across Partner Banking and traditional community banking operations, supporting the distinct needs of each business.

Core Bank is proactively preparing for growth in fintech relationships and product offerings over the next year while continuing to serve its established business banking customers. Across traditional banking and Partner Banking, manual AML alert reviews typically take an estimated 15 to 20 minutes, or up to 30 minutes for new or more complex customer reviews.

Reviews involve gathering transaction and customer information, evaluating alert activity, and preparing documented decisions. Differences in analyst review approaches and narrative preparation can create inconsistencies and additional quality control work. To prepare for growth, the bank is investing in tools that streamline repetitive review steps and help analysts produce consistent, well-supported documentation.

Why Oscilar: Flexibility built around Core Bank’s needs

Core Bank selected Oscilar for its flexibility and ability to customize financial crime monitoring around the bank’s requirements. Product Owner Erica Wise led the original vendor evaluation and found that many alternatives relied on predefined rules with limited configuration. Oscilar allows the bank to design and refine monitoring logic for its customer risk profiles, products, and operations instead of adapting the bank’s processes to the software.

“Every other software I saw was out-of-the-box rules and you can only change the thresholds. With Oscilar, as long as you can write it, you can build it.”

Erica Wise, Product Owner, Core Bank

Oscilar’s configurability and collaborative support have helped Core Bank respond to evolving needs and gave the bank confidence to introduce AI-assisted investigation capabilities.

“The biggest selling point that made it a no-brainer for us is our continued partnership with Oscilar. Knowing that you’re going to be in our corner, helping build it to where it needs to be, was a big selling point for us.”

Oscilar's Impact

Live narrative generation and AI-assisted investigations

In March 2026, Oscilar worked with Core Bank to map the bank’s existing alert review procedures and tested the AML L1 Agent against a sample of historical alerts previously dispositioned by analysts.

The AML L1 Agent assembles relevant transaction and customer evidence, recommends an alert disposition, and can draft a supporting narrative. Analysts verify the information, investigate further when needed, and make the final decision.

In the proof of concept, the agent’s recommendations aligned with prior analyst dispositions on 11 of 12 historical alerts (92%, rounded). On the remaining alert, the agent recommended escalation because information in the customer’s KYC record did not match the business activity.

"I like that [the agent] is fact-based and not making assumptions…we have found value in it for sure."

Katelyn O'Brian, AML Team Lead at Core Bank

Following the proof of concept, Core Bank implemented the AML L1 Agent and continues to refine its investigation workflows and recommendations to align with bank procedures.

Separately, AI narrative generation is already live for alerts, cases, and SARs. Drawing on available fact-based information, Core Bank’s procedures, and documentation examples, it prepares informative drafts that analysts can quickly review and update. This reduces manual copying and pasting and the need to look elsewhere when relevant information is already available. Analysts gather additional facts if needed and make all final decisions.

Today, Core Bank’s Partner Banking program monitors ACH, wire, RTP, FedNow, card, and check activity on Oscilar, with traditional community banking integration underway. Oscilar solutions in use include:

  • Integrated AML and fraud monitoring

  • Customer risk rating

  • Investigation and case management

  • Live AI narrative generation for alerts, cases, and SARs

  • AML L1 Agent, currently under refinement

Results

Efficiency and consistency with people in control

Core Bank already uses AI-generated narratives to support more consistent alert, case, and SAR documentation. The AML L1 Agent may offer additional time savings as its workflows are refined; those savings have not yet been measured in production.

Projected time savings per alert

AI-supported evidence gathering and narrative preparation are intended to reduce repetitive work so analysts can spend more time assessing risk. For the AML L1 Agent, the original forecast is 10 to 20 minutes potentially saved per alert. A projected 1 to 2 minutes refers to validating an agent-drafted narrative, not completing the entire investigation.

“If you can do it in a matter of seconds and generate that narrative for you, and it takes a minute or two to validate the information, we could be saving anywhere from 10 to 20 minutes an alert, potentially more.”

Tyrell Velasquez, Director of Financial Crimes, BSA Officer, Core Bank

Analysts retain the final decisions

AI can organize evidence and prepare draft narratives, but Core Bank’s analysts verify the facts, investigate further when warranted, and make all final alert dispositions. More time spent checking evidence and quality does not mean delegating the decision to AI.

“We’re looking at transitioning our staff to more QC of alert dispositions and not necessarily production work. The AML L1 agent is going to help with that.”

Tyrell Velasquez, Director of Financial Crimes, BSA Officer, Core Bank

Consistency that supports growth

As Partner Banking grows its fintech relationships and product offerings, consistent narratives and review workflows can help Core Bank maintain quality and plan operational capacity while continuing to serve traditional business banking customers. The bank will evaluate these benefits with production performance data rather than claiming unmeasured headcount or cost savings.

“With the use of AI, it can provide more consistency in the data and the time spent, and allow us to better prepare and look ahead as far as staffing goes.”

What’s next: CTR workflows, research, and risk insights

Core Bank plans to begin CTR workflow implementation in early November 2026. It is also exploring automated customer and counterparty research, AI-assisted monitoring rule optimization, and dashboards for identifying risk trends, with plans for future implementation.

As these tools mature, Core Bank and Oscilar plan to evaluate review times, narrative edits, alert volumes, and case cycle times. Measured outcomes will inform future efficiency and capacity assessments.

"With Oscilar, as long as you can write it, you can build it."
